Johannesburg – Following extensive public consultations on community broadcasting services workshops held across the nine (9) provinces between May and June 2018, the Independent Communications Authority of South Africa (ICASA) will convene public hearings in respect of the draft regulations for community radio and television services in South Africa.
The draft regulations were published on 06 April 2018 inviting interested stakeholders to make their written submissions by no later than 18 May 2018, the date which was later extended to 08 June 2018. ICASA subsequently received eighteen (18) written submissions in that regard from different stakeholders including community broadcasters.
The public hearings shall be held on 23 July 2018 at ICASA Offices (Block C Presentation Room) in Sandton from 09h00 to 15h00. Only four stakeholders indicated their willingness to make oral representations at the public hearings.
Community broadcasting services constitute a critical avenue through which communities express their history, heritage, languages, culture and experiences. They should be community owned platforms where views and interests are expressed and shared.
“ICASA believes that it is indeed important to revive the sector and create a framework that will unlock its immense potential to attract investment, create jobs for the youth and bolster Small, Medium and Micro Enterprises (SMMEs) through creating opportunities for advertising,” says ICASA Councillor, Botlenyana Mokhele.
