ICASA is reviewing regulations that will see fair and equitable treatment of political parties during the 2019 election

Johannesburg – South Africans will be heading to the polls to participate in the national and provincial government elections in 2019. The Independent Communications Authority of South Africa is charged with the responsibility of ensuring that there is a fair and equitable treatment of contesting political parties by broadcasting service licensees.

On 31 August 2018, ICASA published the draft regulations on Party Election Broadcasts, Political Advertisements, the Equitable Treatment of Political parties by Broadcasting Licensees for written representations. All interested stakeholders still have until 15 October 2018 to make their submission. 

The regulations are intended to prescribe a framework and guidelines under which Party Election Broadcasts (PEBs) and Political Adverts (PAs) shall be conducted and carried by broadcasting service licensees during the 2019 national and provincial government elections.

ICASA has been going around the country conducting workshops and soliciting views from different stakeholders and communities. These oral representations will also be considered in the finalisation of the regulations.
