Pretoria – The Independent Communications Authority of South Africa (ICASA/the Authority) hereby publishes a Notice of applications received with regards to the process for pre-registration in respect of applications for Class Community Sound Broadcasting Service and related Radio Frequency Spectrum Licences for purposes of providing community sound broadcasting services.

The Authority is further inviting interested parties to submit written representations on the applications received in their District Municipalities within fourteen (14) working days from the date this Notice. The representations are meant to, among others, determine if there are any objections to the applications in a particular municipality; and this will assist and empower ICASA to ensure that it licences entities that would indeed be the empowerment tools for their respective communities.

The Authority would further like to inform all interested communities that the Council of ICASA has resolved to extend the closing date for the pre-registration of digital community television broadcasting services application from 04 November 2020 to 15 January 2021. This is in lieu of the amendment to the Schedule of frequencies to include other frequencies that were omitted particularly for Gauteng.

“It must be noted that community broadcasting services are not individual or personal businesses but empowerment tools for communities. They are required to encourage grassroots participation through the selection and provisioning of programmes, and continue to forge networks and alliances between people of diverse backgrounds, as well as to give a voice to the youth, women, persons with disabilities as well various cultural groups” says ICASA Chairperson, Dr Keabetswe Modimoeng.
