Pretoria – The Independent Communications Authority of South Africa (ICASA/the Authority) today notes the end of term of office of four Councillors.
The four Councillors whose term has come to an end are Dr. Keabetswe Modimoeng who has also been Acting Chairperson of ICASA since 25 March 2019, Ms Botlenyana Mokhele, Mr Peter Zimri and Mr Paris Mashile. The four Councillors joined ICASA on the 4th of April 2016 and served their full four-year term with complete diligence and commitment to their oaths of office.
In terms of Section 7(5) of the ICASA Act 2000, a Councillor remains in office after expiry of his or her term of office until the commencement of the the term of office of his or her successor, but the extended term may not exceed 45 days. As such the extended term of office of the four Councillors ends today, 10th June 2020.
ICASA CEO Mr. Willington Ngwepe, has expressed utmost gratitude to the outgoing Councillors and thanked them for their guidance and leadership, and for providing the unequivocal strategic direction in the execution of ICASA mandate. In particular, the Councillors have played a critical role in turning around the performance of the organisation over the past four years.
“Whilst they leave the organisation at a critical time – when we are seized with some of the most seminal regulatory matters with far reaching and transformative socio-economic implications for our country including, inter alia, licensing of high demand spectrum and inquiry into mobile broadband services, we are grateful that their leadership and guidance have gotten us so far advanced in these processes”, says Mr. Ngwepe.
Furthermore, the Authority has noted the latest development in terms of the process commenced by the National Assembly to fill the vacancies at Council and is pleased with the expeditious manner in which the appointing authorities are dealing with the matter.
In line with the provisions of Section 5(2) of the ICASA Act, the Council of ICASA has resolved that the position of Chairperson shall rotate between members of Council on a two months basis. To this end, all stakeholders are advised that Adv. Dimakatso Qocha has been elected Acting Chairperson of the Authority for the next two months commencing with effect from 11 June 2020.
